The most senior leaders e.g. founder and CEO should be responsible for defining the vision. The people closest to the work are responsible for defining the Bets.

Any employee, or customer, should be able to take the Bet (or sub-task they are working on) and see a direct link with, the Strategy, the Goal, Vision and how that serves the purpose of the company and it’s customers. Whilst this sounds simple in practice it is a fundamental change for many organisations.
